I don't see the implication.  The "earned value" in EVMS, oddly,
doesn't mean what we normally mean by "value."  In EVMS, earned value
means "the value of completed work expressed in terms of the budget
assigned to that work" [draft ANSI standard for EVMS, dated June 16,
1997].  So "earned value" is, more or less, what we thought the task
would cost.

In my mind, the earned value in EVMS is more like story points than
like value.  They both indicate expected cost.
