XP simply has a rule about who makes the decision. Tone is a separate issue. If customers keep saying "You guys must be nuts with this estimate" or if developers said "These stories are just plain stupid" the team wouldn't be able to work. Generally a team does have someone who _coaches_ them to avoid these situations if they start to occur. Maybe we need a coach.
