Maybe I missed some context here, but it seems unlikely that any
change agent would do it without gathering evidence, prior consultation
with others, etc. Building trust isn't just saying "trust me"

Not sure what you mean by "this is the essence of XP introduction"

I didn't hear (read) Ron saying that. I believe he described what he tries 
to do in a community of people engaged in a dialog. It's probably implied
that he'd like others in the same community to do the same. That doesn't
seem to say anything about what he'd expect your CIO to do. But I
may be misinterpreting. Ron?

My impression is that we are sometimes getting off track by confusing
meta-discussion about how this forum should work with how we would
deal with upper management in a large corporation.
