In XP most of the activities you describe are done by either pairs or
larger groups. Planning by the whole team. Testing by pairs of developers
(unit tests) or by a customer working with a tester/programmer. Stories
are done by the whole team, although the Customer often does some
preparation up front [and may work with users and stakeholders in so doing]

You're right in saying that pair programming gets more emphasis. I
suppose it's because it's different from many traditional approaches.
