On some XP stories we may start with something we want to call "all" the stories, but in general we do not. We only need enough to get started. By intention, we don't know when we'll stop, as "being done" is a decision that can be made by the Customer at any time, or never, I suppose. We may end up with a different "all" than we started with, but since all what leads to changes in the "all" is tearing up one story card, and replacing it with another, which is estimated in the same manner, we have at all times an "all" against which we can measure "% complete".
