Yes this is unfortunately true in a lot of cases, most of the time if 
you can give evidence of work/progress and the likelyhood of project 
success within the contraints of time/cost, most senior manager will 
be happy.
 
Most are dubious at best of practices with no real forcasting or 
seemingly no planning. 
 
In the software arena, if a LDUF phase is done, that can be used to 
create a very simolistic timeline gantt. I have personally used a 
very simple gantt in my last project it was less than 10 tasks 
deep :), basically, all high level process of the defined SDLC for my 
sponsors. They liked it because thats what they expected, the 
timescales were inventive to say the least, but based on PM 
experience and with a strong disclaimer that it is no doubt incorrect 
since at the time of compilation not enough information is/was 
available. I padded a design phase with a little time and explained 
that the dev phase of the plan was under the control of the project 
coordinator, and that it will be redefined continously on a weekly 
basis.
