By definition, a manager manages.

Yes.  Managers control the environment in which the people on 
their teams do their work, and in which they make decisions about 
  their behaviors.  In this way, managers influence (but do not 
control) the people on their teams.

Yes.  Everyone on the team makes decisions for the team.

 > or enable the team/staff to do so themselves,

Yes.

 > and if so ...

It's okay with me if a team works without a manager.  If the team 
includes a manager, it seems to me that the manager will 
necessarily be managing, controlling, and making decisions.  Good 
managers will focus a great deal of their managing, controlling, 
and deciding activities on enabling the team to manage, control, 
and decide for themselves.
