They should be able to make the decisions, but 'being able 
to' also means that they can create an environment where 
they don't have to.

BTW, if I was ever going to create a course on leadership 
I'd have it revolve around the viewing and discussion of 
two movies:

'Aguirre, Wrath of God' by Werner Herzog

and

'A Joyful Noise' which is a documentary about the 
bandleader Sun Ra

Those two movies are *excellent* good cop/bad cop case 
studies of leadership.
