One of the desirable outcomes of leaders is that folks are enabled, but I don't think that is the leader's task. I think her task is to "blaze the trail" and set examples. As has been stated here by many better spoken than myself, leaders aren't really appointed, they emerge. Managers are appointed. Sometimes, we are lucky and the manager is also a leader.
