First, groups.io has been around for about 5 years and a lot of other
groups have in that time transfered from Yahoo to groups.io without
any problems.
If you go to the About page at groups.io is sends you to this blog
post announcing groups.io, where one finds out that groups.io was
created by the person who created the origin of what eventually became
Yahoo Groups.

Second, groups.io does NOT delete any data from Yahoo - if you read
their documentation they make it clear that they merely copy
information.
As for the requirement to be a moderator, not being a group owner or
moderator I can only speculate but I assume that it is necessary to
access some of the data on the Yahoo end that a regular user can't -
for example to get a list of group members and their email addresses
so groups.io can then send an invite/welcome.
I also guess, given that a quick glance I can't see a way, that only
group owners/moderators can bulk download the message archive though I
could be wrong.
