By standards, I mean things like quality, bug rates, customer
satisfaction.  I DO NOT mean how the work is done.

It is best that the teams learn for themselves (with help, perhaps) what
engineering practices they need to do in their context to achieve those
standards, because then they are responsible for quality, not just blindly
doing things the way they are told.  When problems, come up, they can see
that slacking on what they themselves decided they should do was
responsible.  If they are just doing what they are told, then whoever is
telling them what to do is ultimately responsible, so learning and
improvement peters out really quickly.
