Well, I certainly agree with you ... I thought it was unspeakably cruel. 
I don't know how common it is these days, but at least twice in the 
three years when I was in high school a classmate was killed in a drunk 
driving accident.

As far as I know there were no consequences to the school or the highway 
patrol.
