I suspect that the field called "Systems Engineering" is not the only approach that considers such tradeoffs. I also suspect "Systems Engineering" does a lot more than just consider such tradeoffs. I suspect that applying even a Systems Engineering approach will not be much more successful than what we do now without sufficient communication and cooperation between all the concerned parties. Too often, systems are built under too much pressure to "deliver the goods" as rapidly as possible, using a process that will not support that sort of effort. If this is to be the way software is built, some effort must be put into finding a design (i.e., engineering a system) that minimizes the difficulties in achieving reasonable maintainability and sustainability.
