It definitely sounds like BDUF. Then I can understand the need for traceability - top down at that. Each requirement would be costed seperately? Explicit traceablilty then becomes very important.

I believe a fixed priced contact is always risky - especially if you are awarded the contract on a lowest bid basis. Lucky for me I am a permanent employee in a position to change methodologies and processes. :)

I discarded detailed explicit traceability because there is not enough gain for way too much overhead. There is definitely a degree of implicit traceability - High level Analysis and Design drill down to detailed level as and when needed.
