I'll certainly give it my best shot, as I've been struggling with
the notion of "encapsulating" and "refactoring" of requirements
for a year or so (tho in my case, I think the result was not
just for localizing code-impact, but also for minimizing impact
to other-requirements and/or identifying the most appropriate
business level/scope at which to leverage the change.
