Those were my observations from having worked in the trenches. I am not a contracting legal officer, so do not know all the possible variances. I do know that contractng law is complex. I think a lot depends on the specific contracting situation: sole source versus competitive, single versus multi-contractor, etc. Even more depends on the personality of the contracting officer -- whether he is a 'stickler for regs', is willing to bend the rules (whatever they are), etc. I have seen gov't projects run many different ways. Also, when development occurs totally within a gov't agency, they can do whatever they want as contracting rules do not apply. So there are indeed situations where agile could be applied to gov't projects.
