Rick,

Why is there written "*Alligator* Cockburn" in your Slugout paper ?
Shouldn't it be Alistair ?

BTW, I read the whole set about freedom at jreality and it makes a lot of
sense.
I do not agree on using only tables for structures etc. UML (or whatever)
diagrams make a lot of sense for me (I am pretty visual). But with a good
tool, both versions can exist.

The good thing I see there is that there is enough info to get things done
(aligned w/ Parnas's paper on faking a rational process) without getting
overwhelmed.

IMV, when someone has reached some level of understanding in methodology, I=

guess simplification is in order. Freedom provides that.

Those were my observations from having worked in the trenches.
I am not a contracting legal officer, so do not know all the
possible variances.  I do know that contractng law is complex.

I think a lot depends on the specific contracting situation:
sole source versus competitive, single versus multi-contractor,
etc.  Even more depends on the personality of the contracting
officer -- whether he is a 'stickler for regs', is willing to
bend the rules (whatever they are), etc.  I have seen gov't
projects run many different ways.  Also, when development
occurs totally within a gov't agency, they can do whatever
they want as contracting rules do not apply.  So there are indeed
situations where agile could be applied to gov't projects.
But not all gov't projects.
