Where are the programming delays? 2 months is probably not fair, but this is a development team that believes very strongly in building re-usable frameworks and extensive foundation work up-front (EJB, persistance/OR mapping frameworks, replication frameworks, declarative frameworks for UI instantiation, that kind of thing).
