For driving Internet Explorer, try WATIR
<http://wtr.rubyforge.org/>
It uses Ruby and works by using the COM interface to the DOM. As such,
it's restricted to IE.
Another possibility is Selenium
<http://selenium.thoughtworks.com/index.html>
It has a number of language bindings (I think). Requires server-side
mods to inject a javascript bot into the browser, so it works on more
browsers.
Both are open source. I've used neither. Watir's been getting a lot of
good press recently (kind of the Rails of the testing world). Bias
warning: I know the implementors of Watir fairly well and the
implementors of Selenium casually.

creating the below-the-GUI tests is a way to gradually cause the
separation, test by test. I'd encourage you to do that in parallel with
the stopgap, if the stopgap is motivated by the hope that the time will
be more right later. It often isn't.
