layout standard or specification

Every GUI toolkit I have looked at has its own system / notation for managing layouts (resizing, alignment, margins and so on). Is there any kind of public standard for application GUI layout, similar to say the W3 CSS standards for web documents (box properties, block elements, etc). The closest thing I have been able to find so far is XUL: http://www.mozilla.org/projects/xul/layout.html but this is not really a public "standard". I would even be willing to look at "proprietary" standards as long as they are published and widely recognized.
