Sensible GitHub Issue Labels

Biopython currently has no labels to assign to issues for easier sorting.
I'd like to propose a few basic ones to start and see where others want to
expand.

The most basic labels would be:

   - Bug
   - Feature

And one extra label relating to the Redmine migration (as suggested by
Peter):

   - From-Redmine
