[Biopython] Obsolete python-dev mailing list references in wiki

Dear all, According to the Biopython wiki the contributors should send the mail to [email protected] mailing list before submitting the source code ( https://biopython.org/wiki/Contributing) and announce a new release ( https://biopython.org/wiki/Building_a_release). Both pages are referenced in the Documentation for Developers section of the Documentation page ( https://biopython.org/wiki/Documentation). Since January 2018 [email protected] mailing list is closed and these references are obsolete. Such situation could be confusing for new contributors (if they have not read Mailing lists wiki page). I submitted pull request to replace [email protected] to [email protected] on the whole site.
