If you're using Python 3.1 then Cheetah will not (yet) run correctly for you,
that said Python 3 is not advised for non-Python developers at this point for
exactly this reason.

I recommend using Python 2.6; once you've installed that, you should be able to
execute `python setup.py install` from a cmd.exe prompt on Windows. Currently
there is no MSI packaged for Cheetah.
