I agree. On the other hand: libpq updates are essentially independant
from updating PostgreSQL server, so it is a good idea to run the
newest, most improved libpq even with older servers. Some
recommendation as "please build psycopg2 with 8.3.4 libpq, even when
connecting to an older server" would be of high value.

On the other hand I do not know how hard it is to use the newest libpq
to build on various systems...
