You will need to make sure that the PostgreSQL DLLs are found. I have done
this by installing  PostgreSQL for Windows, and then either

a) putting the bin/ directory in the PATH or
b) copying the needed DLLs into the
C:\Python24\Lib\site-packages\pyPgSQL\libpq\ directory.
