Trouble installing OpenGLContext

I hope this is the right place to send this question, I was a little
perplexed at the support process.

I have been trying to install the OpenGLContext for use with Python (2.7.2
win32). I used the suggested method "c:\python26\scripts\easy_install.exe
OpenGLContext-full" but got the following output:

I have been searching for an answer but all I could find were some posts
that said vcvarsall.bat came from Microsoft Visual Studio, and one had to
install that first. That was said in the context of installing a different
application, but that is all I was able to find. Do I really need to
install Microsoft Visual Studio? Any help would be appreciated.
