It's out of date.  Sorry about that.  I've just updated it now from 
the README.txt in SVN.

Not really, but it can now do pretty much anything that RuleDispatch 
does, as long as you don't need PyProtocols support.  It also has 
extensive internal documentation (see the .txt files in the source) 
and the beginnings of some user documentation.
