PyPy v7.3.9 was released

I released PyPy v7.3.9.


This is mainly a security update, but we also fixed a number of PyPy3.9 
edge cases and cleaned up a performance regression. You can read more

Unfortunately readthedocs is not building the latest version of the 
release note.  You can read the raw one at 
https://foss.heptapod.net/pypy/pypy/-/blob/branch/default/pypy/doc/release-v7.3.9.rst. 
   Hopefully that will get cleaned up soon.
