Does anybody know why doesn't static boxes get the mouseContextDown event?

I set up a event handler for the background window (like 
on_bgMin_mouseContextDown) and all of the widgets responded to the event but 
none of the static boxes (nor empty spaces on the window) responded.
 
I check the code for staticbox and it clearly stated that:

       self._bindEvents(event.WIDGET_EVENTS)

and mouseContextDown is part of WIDGET_EVENTS
