ReportLab 3.x packaging and deployment

Everyone, I'll let Robin worry about the code itself, but later this
month I hope to catch up on the weird and wonderful world of Python
packaging and try to make sure we do "what most people expect" for
3.x.     I have NOT been following this for years and I know it's all
changing.

Does anyone here disagree violently with this two-month-old
recommendation on the Python site?
