Proposed Schedule for SciPy 1.12.0

Hi all, Any thoughts on the proposed release schedule for SciPy 1.12.0 below: December 6/2023: branch 1.12.x December 9/2023: rc1 December 20/2023: rc2 January 3/2024: final release Open counts with 1.12.0 milestone: 18 issues and 25 PRs. I discussed briefly with Ralf, but the proposal would then be to release 1.13.0 faster than normal cadence if NumPy 2.0 gets released shortly after (a few months later).
