I like wxPython. but what's the versioning scheme?

Ideally, Phoenix would be a major version number greater then Classic --
and then it would be clear -- it's still wxPython, but it's a newer version.

But it it's using wxWidgets 3.9, and therefore called 3.* -- then we have
confusion.

Note -- a lot of people expect that the name used for pip installing is the
same as the one you import, so... "wx" would work best.

Also -- maybe we can get a conda-forge release on the same schedule...
