At ZC we used PR Newswire.  I was happy with the service.  The rate 
($300 per release) was, if I recall, reasonable.  I can't remember 
though if we had a yearly flat-fee.

I'm certainly willing to pay that amount out of the Zope Europe 
Association budget if they allow a non-U.S. company.
