Virtual City

 Hello Dear Ken
My name is Hamed and I'm a PhD student.I need to design a virtual city for my project that some volunteers can to walk around (with keyboard) in this city and memorize some landmarks.during neurofeedback we want to use theta wave as a break.for example if theta wave is higher that our threshold , volunteers be able to walk and if is lower than threshold they will not be able to do walking. 
would you please help me that which software is proper for my work?how can i design a virtual city and make a connection between walking in this city and EEG wave?
