IP changing MAC addresses

	We have two m0n0wall PCs set up in this fashion:

LAN --> m0n0wall1 --> m0n0wall2 --> Internet

There are others sharing our Internet connection, and therefore connecting their routers into m0n0wall2 as well.  

	The issue/question: m0n0wall1 is generating this log message every so often:

kernel: arp: x.x.x.x moved from 00:c0:f0:2c:0a:2b to 00:c0:f0:54:1f:d3 on dc0
kernel: arp: x.x.x.x moved from 00:c0:f0:54:1f:d3 to 00:c0:f0:2c:0a:2b on dc0

The IP address shown is the WAN IP address on m0n0wall2, and the MAC addresses shown are the WAN and Optional interfaces on m0n0wall2 (the LAN interface is not connected).  We've followed the cables around and can't see any loops in our setup.  Any ideas why this would happen?  Or is it a non-issue?
