Limiting Traffic/Download Quota

Dear all, Please let me know if anyone has tried to make a limitation download/traffic on green eth. I wanna make a limitation for user A and user B. I wanna give traffic quota at any time max to 1000 MB, and 2000 MB for user B. If user A traffic's has reached 1000 MB, automatically he can not make a connection to internet. User B will do so if his traffic has reached 2000 MB.
