well if its just sms messages that you want almost every cell phone provider has a domain you can send to that acts like a sms gateway. just a quick Google search and i found this page listing some of them http://www.tech-recipes.com/rx/939/sms_email_cingular_nextel_sprint_tmobile_verizon_virgin/ I've used this method before for sending alerts and it works well. If you want to do more complex actions such as automated countermeasures I suggest you take a look at the correlator.
