  well if its just sms messages that you want almost every cell phone 
provider has a domain you can send to that acts like a sms gateway.
just a quick Google search and i found this page listing some of them

I've used this method before for sending alerts and it works well.

If you want to do more complex actions such as automated countermeasures 
I suggest you take a look at the correlator.
