Basic local only Python router done!

posting to the list since others might want to know the current Python dev 
status.]

	Well, the basic local only Python router is operational! After much 
debugging, it can now peacefully talk to versions of ATalk. I have even been 
able to do file transfer via ATalk. Of course, it doesn't handle non-spec 
messages very well. So if you send just about anything but what the spec 
permits, expect it to break down and cry.
	Right now only client messages are implemented. No router-to-router or client 
admin messages are written up. That will come later.
	Now that I've got that working, I'll go work on getting the Python client API 
working.
