Basic local only Python router done!

Instructions for running the python router:

You'll most likely need 2.2 and above, but 2.0 and above might work as 
well. Additionally you'll need the python crypto toolkit [1] and the 
SHA 256 lib [2]. In order to run the router simply go into 
i2p/router/python and run "python Router.py".
