i2p router implementation docs

so I got some questions about how and why the router code is the way
that it is, and rather than answering them, I've decided to doc up the
overall system.  this is in addition to javadoc (though once we get a
CVSWeb we should be able to link back and forth - nop, can we get the
cathedral dns'ed at cvs.invisiblenet.net?  and CVSWeb installed?  and
BugZilla?  and a pony?)

anyway, rather than write a doc thats outdated before I hit save, wiki

obviously not complete, but it should get anyone interested in working
on the router (and there's lots to do) the basics for doing so.
