I only make the drop-root patch shorter, removing the html part of the patch that did not apply on 4.2.6p4-RC2, keeping only the part on source code. As we did not distribute the html doc, I didn't care to fix that part of the patch.

I have seen two fixes in ntpdate in 4.2.6p4 (from Changelog)

* [Bug 1695] ntpdate takes longer than necessary.
* [Bug 1832] ntpdate doesn't allow timeout > 2s.
and one that should apply to ntpd
* [Bug 1554] peer may stay selected as system peer after becoming unreachable.

I may not understand all significant changes from the Changelog summary.

Release process is often very slow for ntp, 4.2.6p3 goes until RC12 before a final p3 release.
