I am not sure I follow. We have some special code (like rc.pulsardsl) 
for Pulsar cards. That's one of the code fragments with the least bit of 
testing.

What is RED_1_TYPE in /var/ipcop/ethernet/settings?
What is TYPE in /var/ipcop/ppp/settings?

Could well be a timing issue in 1.9.20.
