Corner case in puzzleFWrules.pl

I found an unusual situation where the NEXT_SWITCH_HOUR and
NEXT_SWITCH_MINUTE would not be set, where the Start time was after
the End Time, i.e. setting from 13:15 to 12:45, at 12:30 would result
in a NEXT_SWITCH at 13:15, instead of 12:45, because minutes 15 < 45.

Setting from 13:55 to 12:45, at 12:30 worked as expected, as minutes 55 > 45.

I've committed a fix to SVN, which I'm sure you may be able to improve on.
