This mostly depend on kernel.org recovery.

kernel.org is still not yet fully restored.
On kernel.org, usually a package is uploaded as tar.gz and a script sign
that package and produce a signed tar.bz2. The second part did not yet work
and most of the time, we use the tar.bz2 because it is much smaller than
tar.gz. So for example module-init-tools-3.12 tar.gz was restored but not
yet the tar.bz2

For binutils, replace 2.21 by 2.21.1a and update the md5 for the new file.
We will do that probably with .47 kernel update as changing binutils version
already change some produced kernel code.

For tzdata, there is a very dubious copyright legal suite from an astrology
company and site was set down, I switched to a mirror
I fixed gd-2.0.35 download.

You may try the remaining package with google or look at fedora or gentoo
source mirrors

http://ftp.free.fr/mirrors/ftp.gentoo.org/distfiles
beware the gentoo mirror contain all packages in one directory, so that's
slow to receive all files names.
