[2.1] release of IPCop v2.1.2

IPCop 2.1.2 is released

v2.1.2 is an UPDATE only, *NO* installation files.
To install from scratch you will need to install v2.1.1 first,
and then upgrade to v2.1.2.

In addition to a few updates to software used in IPCop,
v2.1.2 fixes some issues with the web proxy.
