2.1.6 release candidate 1

2.1.6-rc1 installation files are available on SourceForge.
There is no -rc1 update file yet, the required syslinux changes are 
work-in-progress.

Along with the latest bash patches, several other parts have seen 
upgrades. There is no fixed day for final release as there may well be a 
-rc2.
