2.1.6 release candidate 3

2.1.6-rc3 installation and update files are available on SourceForge. 
The 2.1.6-rc3 update requires a 2.1.5 installation and can only be 
manually updated via the GUI!

Along with the latest bash patches, openssh and openssl upgrades, 
several other parts have seen upgrades.
The 2.1.6 release is scheduled around October 27th.
