No, they are respectively the network address and broadcast address
for the /27 network.

I think you mean the netmasks.  For example 224+31 = 255, it's a /27,
giving (2 to the power (32-27)) = 32 addresses of which 30 are usable
because a network address and a broadcast address are not usable.
