But almost by definition they aren't running on the same hardware...

The way I read it, the backups you make with IPCop are intended to be
used during an installation procedure to create a firewall similar in
behaviour to the one from which the backup was taken.  But the backup
configuration contains information about (for example) device drivers,
so that if the original machine actually fails, it can be repaired and
put back in service using the backup data.  If instead of a repair you
get a new machine, there's no reason why things like drivers should be
the same on the old and new hardware so it might perhaps be optimistic
to take all the backup data from the old machine, write it to the new
without any consideration of the hardware, and expect it to work.

I think it's more or less expected given what you've tried to do.
