Re: New Text Format Discussion

There are some points that I'ld like to clearify about the "Format 
Description Block" (Also consider to integrate some parts of the answers 
into the format definition text!):

a)  The file format number, available in the "Password" field, does it 
follow the program version number when the file is being created or is 
it a number "in its own right"? If the latter, will there be a new 
version number when the new string interpretation scheme is going to be 
used?

b)  The "Options" string: i) what is its charset used? ii) how are 
"quoted strings" represented? (I may point out that strings here underly 
principally the same problem about different locale charsets.)
